EU vs. Non-EU Differences

Labeling requirements differ not only across Europe but also internationally. For example, France requires the Triman symbol, while China mandates specific recycling QR codes, and the USA has no unified EPR system but enforces state-level rules. Meanwhile, countries like Canada and Australia require combined material and disposal symbols.

Where do labeling obligations apply?
Labeling requirements vary by product category. Find out which legal obligations apply to your business:

Packaging
Every shipping package must be registered and licensed in the country where it is sold. Within the EU, this is managed via national systems like LUCID (Germany), CITEO (France), or CONAI (Italy). Some countries also require specific symbols or material identifiers. The new EU Packaging Regulation (PPWR) strengthens requirements on recyclability and design-for-recycling. Manufacturers are thus obliged to ensure proper collection and eco-friendly disposal of packaging.

Electronic Devices
Strict regulations apply across Europe for electrical and electronic equipment. The CE marking indicates compliance with applicable EU standards. Additionally, the WEEE Directive requires registration (e.g., EAR in Germany) and labeling with the crossed-out wheeled bin symbol. The RoHS Directive also prohibits hazardous substances such as lead or mercury. Non-EU countries may have their own labeling rules – for example, UKCA in the United Kingdom.

Textiles
Textile products in the EU must carry fiber composition labels in accordance with the Textile Labelling Regulation. These details – e.g., “100% cotton” – must be provided in the language of the target country. Many non-EU countries also require additional information such as country of origin or care instructions. In the future, extended producer responsibility will also apply to textiles.

Cosmetics
Cosmetic products in the EU are regulated under Regulation (EC) No 1223/2009. Required elements include INCI ingredient listings, shelf life (“best before” or PAO), the responsible company’s address, usage instructions, and batch numbers. The language must correspond to the country of sale. Products also require a safety assessment and registration in the CPNP portal. Non-EU countries may have further requirements, such as FDA approval in the US.
