Why the PPWR is different
A regulation, not a directive—and it comes on top of your existing obligations, not instead of them
Before: national directive
The old Packaging Directive (94/62/EC) needed national transposition—27 different laws, national exemptions, and a focus on licensing and EPR reporting (e.g. Germany’s VerpackG).
From August 2026: EU regulation
The PPWR applies directly in every EU country, with no national leeway. It adds new obligations on top of EPR: conformity declaration, proof of recyclability, labelling and technical documentation. Being EPR-compliant is no longer enough on its own.

Producer
Brand owners
Your name or brand is on the packaging, and you place it on the EU market for the first time. Highest obligation load: conformity assessment, technical documentation, labelling, and conformity declaration.
Supplier
Packaging manufacturers
You manufacture packaging material or components. You must supply material data and recyclability evidence to producers.
Importer
Non-EU companies
You bring packaged goods from outside the EU into the EU market. You must ensure PPWR conformity and, in many cases, appoint an authorised representative established in the EU.
Distributor
Wholesale & e-commerce
You distribute packaged goods in the EU. No conformity obligation of your own, but you carry checking and reporting duties.

The PPWR isn’t one form—it’s several separate obligation blocks touching different teams, suppliers and processes
Conformity declaration & documentation
Every packaging type needs a conformity declaration and a technical dossier: materials, weights, recyclability, recycled content.
Recyclability classes A–E
All packaging is rated A (95%+) to E (under 70%). Class E is banned from 2030; only A and B remain allowed from 2038.
Substance restrictions
Binding limits from August 2026: PFAS (max. 25 ppb per substance, 250 ppb total) for food-contact packaging; heavy metals capped at 100 mg/kg.
Labelling
From 2026: producer identification and contact details on packaging. From 2028: harmonised EU labelling with material composition, disposal pictogram, and QR code.
Minimisation & empty space
Packaging must be reduced to what’s functionally necessary. From 2030, shipping packaging may not exceed 40% empty space — directly relevant for e-commerce parcels.

From 2035 / 2038 / 2040
Recycling-at-scale requirement · only classes A and B permitted from 2038 · increased recycled-content quotas and further waste-reduction targets through 2040
